Carlos D. Da Rosa brings more than 15 years of practical legal experience in immigration, family law and estate planning. Carlos's immigration practice spans the United States, while his family and estate planning practices focus on the District of Columbia and Maryland.

Immigration   Carlos defends clients in removal proceedings  before the immigration courts and Board of Immigration Appeals, helping them secure asylum and cancellation of removal so they can establish a refuge and a foothold in this country.  Carlos is extremely well-versed in the specific legal criteria clients must meet to become eligible for these benefits. He works diligently with clients to prepare them for court and to compile the substantial evidence needed to mount successful cases. Carlos represents other clients applying for family member-sponsored green cards (permanent residence), U.S. citizenship, advance and humanitarian parole before United States Citizenship and Immigration Services (USCIS).  During the application process, Carlos navigates his clients through the USCIS's complex and demanding paperwork requirements to ensure so that the process will proceed smoothly with minimum delay.

Family Law  Practicing before District of Columbia and Maryland courts, Carlos helps his clients achieve fair and humane outcomes in often contentious divorce, child custody, guardianship, child support, and adoption cases. Carlos conveys clear and candid legal advice to his clients, helping them frame their goals in the most persuasive manner. He then strenuously  argues their positions before courts and during settlement negotiations to deliver fair and just results for clients.

Estate Planning Carlos provides estate planning counsel to Maryland and DC clients.  He helps them draft  wills, living trusts, financial durable powers of attorney, health care powers of attorney, and advance directives. These legal instruments give clients peace of mind by ensuring that they have in place contingency plans to address health and other emergencies as well as arrangements that can streamline the process of carrying out their end-of-life bequests to loved ones.

Carlos is committed to expanding access to legal services in the District of Columbia. For many years, he has provided, on a pro bono or "low bono" basis,  court representation, counseling, and educational outreach to underserved and lower income residents on family law and immigration matters. Carlos also brings multicultural and multilingual perspective to his work, which includes proficiency in four languages. He spent part of his childhood in South America and has traveled throughout Latin America and Europe.  He also taught law and consulted in China for two years.
